Justice Gertrude Torkornoo, Ghana’s Chief Justice, has rejected a plea from the Office of the Special Prosecutor (OSP) to remove Justice Edward Twum from the Cecilia Dapaah case.
The OSP had filed a petition, claiming that Justice Twum had displayed bias against the OSP and wanted him removed from all matters involving Cecilia Dapaah. The petition was, however, denied by the Chief Justice.
The OSP in a post on X, which used to be the following: “By a letter dated 25 October 2023, the Judicial Secretary informed The Special Prosecutor that, the Chief Justice is unable to accede to the Office of the Special Prosecutor’s (OSP) request for his lordship Justice Edward Twum to be recused and removed from all cases involving the OSP pending before him.”
The OSP’s plea was based on the view that Justice Edward Twum appeared to be significantly prejudiced against the OSP and the Special Prosecutor.

On Thursday, October 12, the Court presided over by Justice Twum was obliged to delay the session until the Chief Justice answered the request to remove him from the case.
The court was also unable to hear the case in which the former sanitation minister was accused of failing to register her assets.
This was owing to the inability of the special prosecutor’s office lawyers to appear in court due to the petition to have the Judge removed from all of their cases.
